It doesn't mention my admittedly old as dirt 4s in the list of supported devices so I guess I'll be waiting another year to play this. I'm not paying for a test run.

Hopefully this gets localized by the time I have a phone good enough to play it. That, or PC/console.
There's a lot of SDOJ-style chatter during the stages and they got pretty decent voice actors so I imagine they probably think it's important to find an international publisher who's willing to dub the game for them.

Doesn't region-locked mean that even if you get the game, it won't play on your other-region system without hardware modification (e.g., NTSC-U versus NTSC-J Saturns)? I assume this is instead a case of availability in other regions, like the M2 Shot Triggers on PS4.
Open Settings and go to Store. From there, choose Sign Out if you're already signed in and then sign back in again. If you were not signed in, sign in now. Now check the App Store.

No, on ios you can have a separate Japan account and you can sign out and sign into it to buy Japan apps and switch between the accounts/stores all you want. The apps will work on your phone regardless of which store you are signed into but if you are signed into the Japan store, when you check for app updates to your English store apps they won't show up and vice versa. You can buy Japan apps with a Japan Apple money card by finding someone there to buy you one and then sending you the code for paypal. I did a tutorial on setting up a Japan account way back in the Donpaccin days that is still on youtube. I'm not sure if they updated ios into making it obsolete but I doubt it.

Sure, because this worked out so great for SDOJ...oh wait
Android 7.0 here and it's not compatible for me as well. Glancing through the text at the bottom, looks like it calls for 3GB of RAM? My phone only has 2.

Looks pretty good! A shame I can't play it. I'm wondering how they captured this... video-out from a tablet maybe?
If you have a Mac, you can also plug your iDevice into your Mac, load up QuickTime and make a recording of what's happening on the screen of your device.
