I'm also not getting how one person's scores are compared to another person's.

You need to pick the rest of the values for both people; the first person could have assigned [25] to every game, and the second person could've assigned [1] to every game as well. That would be a three way tie, but it most likely won't turn out that way.
I agree with the question's premise, however.
Basically, it looks like all you can do is heavily weight certain games or others, but I don't understand how one person's selections are being matched against somebody else's.
For example, [certain person's] first choice is a 25, their second choice is a 24, and on down the line without any heed paid to "how much better is this game or that." Then somebody else puts their favorite game at [25] and their other games at [1] - does this mean that the number of 25s are added up? Personally, I'd be inclined to do that because I enjoy many games about the same. But then that doesn't make sense because we're told that putting out a bunch of [25]s is the same as putting out [1] or whatever depending on what you put below.
