There's no "r" either, technically. I guess maybe the sound is closer to R than L, but as a linguist I'm sure you could agree it's somewhere in the middle.it would be 'roke', since they have no /l/
I guess the easy answer to the question would be "that's the way it was adopted". There really are no set rules for romanizing, and the Japanese are the worst at it if you can believe that.
