Yes and yes. It's 640x480 or 640x448 NTSC versus 640x528 PAL.

But getting back to the initial question, to get 480p (with NTSC games) via the gcvideom would I notice any difference between a NTSC cube or a modded/swiss PAL cube?

Some games apply deflickering regardless of 480p, so they don't really look any better than in 480i. This can be overridden with Swiss.
