I believe it's the same as DVDs,and to answer your question,there aren't any region-free programs for the UMD,yet.
UMD games aren't region coded,so a region-free program would be pretty much useless,unless UMD pr0nage is your top priority...

UMD pr0nage is one of my priorities. I have a few useless UMDs right now (or a useless PSP, for another way of looking at it)

Will Japanese R2 UMD videos work on a EU PSP? I mean, R2 playability is the more important thing, but if Japanese PSPs still cost more, I don't know if having O button advance and X button cancel is worth it..
