One Year Later - XBOX One or PS4 for Shooters?
I'm getting ready to dive into one of these consoles - are their any upcoming shooters for each system that I should consider before deciding which one to purchase? The only game I'm aware of that I care about at all is Raiden 5 for Xbox. Anything else on the horizon? Which system would you go with?

Right now neither of them are worth buying at all, but the XONE currently has a much stronger release schedule with Raiden V, Natsuki Chronicle, and Shooting Love Trilogy.
All the PS4 has is Resogun (an overblown tech demo for particle effects that gets old after thirty minutes), a quick and dirty port of Shin-en's fun but short-lived arena euroshmup Nano Assault Neo, a handful of upcoming Touhou doujin games of varying quality, and M2/Iuchi's mysterious "Ubusana" project of which nothing is known.
Note that all PS4 AND Xbox One games to date are region free.

For the pricetag they command? neither. I would invest in aome sort of retro console you dont currently own and grab some shooters for it. DC, Saturn, Megadrive, anything really would be better for the money. Just my 2cents.

A new PC or a fancy high-res monitor + emulators, is a better investment right now.

It's still kind of early to decide which console you want for shmups, to be honest. In the last generation, the X360 became the preferred console for shmups, but that might change because the Xbox One console had a disastrously bad launch in Japan; it has basically no install base there.
If you insist on picking between these consoles, I would recommend looking at other genres and games that you would like to have to inform your decision, because no one can really say which console will attract the shmup developers yet.

The XONE HAS attracted the STG developers. Moss, Qute, Triangle Service, and G.Rev have all signed up for it and not the PS4. The real questions are whether it will be able to hang on to their support, and if the One's currently announced STG exclusives will end up being ported to PS4 to recoup losses from low sales. My assessment is that the developers in question are expecting that the Xbox brand loyalty and goodwill built up among the STG fanbase during the previous generation will carry over to the One. (They may also be receiving financial and development support from Microsoft Japan.) Whether this will actually manifest, or have a significant effect on the sales of these games remains to be seen.
The PS4 is not doing well in Japan at this moment either, because much of the market has lost interest in consoles in favor of handhelds and mobile devices, and most players who have remained committed to consoles are understandably content with their PS3s. However, there is much more faith in the Playstation brand from within the Japanese industry, and Sony can enjoy knowing that the Japanese government will likely bail them out if their losses ever reach that point.

I own both systems right now and would say if you're wanting it for shmups the choice for the future will be the xbone just based off of announced projects but for the moment I would say neither system has anything huge to offer RIGHT now if at all really

This is the right answer. Thats cool, as Im getting an XB1, but how does this make sense at all? XB1 bombed in Japan, the home base for shmups? Honestly I think the future of the genre is on PC. Crimson Clover sold decently on Steam, I think devs and publishers have to be taking notice now. Lets see how Geo Wars 3 does there.

Sony is reaching out to indies, but many of the shooter devs are onboard with the XBOne.
Might be a split, with PS4 getting Sine Moraesque trash, ans the XBOne getting the good games, at least until the lack of consumers catches up with them.

Because a console selling poorly at launch means it's irreversibly doomed for its entire lifespan. It's indeed likely that the One is going to remain in third place in Japan for the entirety of this console cycle (the PS4's considerable head start certainly didn't help), though sales will pick up once its library fills out and more exclusives aimed towards the Japanese market start to appear. They're never going to match the level of relative success they attained with the J-360, but there's no indication yet that MS Japan is planning on giving up.

Since I expect that indies will carry the next generation of shmups, I have far higher hopes for the PS4. The One has some early commitments, but I don't expect that momentum to last.
Either way, I'll hold off on either. Neither is a must at present, for shmups or otherwise.
