Easiest SHMUPs to play...

Steel Empire / Koutetsu Teikoku on Genesis/MD is probably one of the first and only games I have ever 1CC'd, so thats definitely an easy one. Fun game too!

I'd skip Mushi Arranged and just do Mushi's Original Mode.

I haven't played it, but the bullets seem to move rather slowly. SDOJ Novice might be harder.

Mushi Arrange uses most of Maniac's patterns, but I remember feeling that some popcorn enemies seemed to shoot more?

In any case, that TLB is a serious brick wall that probably puts it well above SDOJ Novice.

Original is probably better.

I bet some of these have already been said but:
-Raystorm (very easy to beat)
-Raycrisis (just like raystorm.....but different)
-Dariusburst (some of the final bosses can be a bit challenging)
-Danmaku Unlimited 2 (I found this Bullet Hell game sorta easy)
-Ether Vapor Remaster (I managed to beat this pretty easily)
-X2 No Relief (this had some difficulty to it)
-Harmful Park (this was family friendly and really, really, REALLY easy)
This is just my personal preference, but it really depends on how you play.

When I'm in the mood for casual and easy I'll often just play the first few stages of something. Like stages 1-3 in R-Type or Stage 1&2 of Mars Matrix. Any game can be casual; it's just how you treat it.

Sturmwind, Valkyrius, and Steam and Metal are all quite friendly.

Blue Wish Resurrection Plus is quite beginner-friendly, same with the easier difficulties of Touhou, Crimzon Clover: World Ignition Novice modes, and Cho Ren Sha 68k. Cho Ren Sha does punish you quite a bit if you die, but there are enough opportunities to get shield powerups that it's still fairly forgiving.

Kamui gives you many hitpoints and is still intense enough to be fun on easy.
Suguri, Sora and QP Shu~ Dangerous let you beat stages individually instead of an 1cc.
Samidare is also a fairly easy clear since it only has three stages.

For non-Cave games, Try Nemesis or Nemesis 2 on gameboy

U.N. Squadron SNES is really easy if you decide to take the game slow and farm the convoys that go by until you can buy the F200 Efreet plane that can hold most any weapon and takes lots of hits.

In fact the arcade U.N. Squadron is pretty darn easy as is its spiritual sequel Carrier Airwing since you get a health bar on your plane. Though some sections could see you eating through credits to win.

Batsugun Special has a very easy first loop which seems to sate most people looking for an easy STG. The ALL clear is for more seasoned vets to the genre while the counterstop is for the maniacs/lunatics.

Donpachi 1-loop - one of the easier cave games. Probably not easier to loop than DFK 1.5, but it might be if you like less dense bullet patterns.

Doujin STG having a beginner friendly mode seems to be the rule rather than the exception.

I've always thought Soldier Blade is pretty easy on the default difficulty. Hard mode adds a ton of revenge bullets and shit. It's also one of the best games on the system.

Maybe I should put in Final Star Force, as the game becomes easier when played with the right weapons used in specific situations, (like 'C' spread, which is only used in mass amounts of enemies, and 'A' and 'B' on bosses) with the only downside being the randomness of powerups spawning.
