The interview implied it was for PC and the Ikaruga steam port is basically practice.

Some games on DRM don't have Steam. It's mostly just the little guys who can kinda slip through. Almost everything published by Nyu Media on the platform can be run without Steam installed or asking permission (only exception so far is Fairy Bloom Freesia).

Kinda doubt someone like Treasure would get through without it though.

Sin and punishment 2 is pretty much a scoring-heavy shmup where you happen to shoot background enemies most of the time. The dodge move is sorta spammable though. Wouldn't mind something like that on PC since it works well with keyboard + mouse..

Both companies did, though Treasure was the "main" developer IIRC, G-Rev helped out with a handful of elements.
