Hand written labels, GAL chip top left instead of PAL, game name sticker missing. There are documented instances of conversions supplied by Capcom, but they're not common. There are a few things that give it away:
1. no mask roms - every rom chip is an eprom (this was the norm for Japan region boards only, all US and World versions have mask roms for graphics data)
2. non-Capcom eprom labels
3. The PAL security chip is not original. On your pcb it is a GAL replacement chip.
4. The C-board (small board on top). 1941 uses a unique C-board with a CPS-B-05 chip. The C-board on your pcb only came with the CPS-B-21 chip (from 3Wonders or perhaps one of the CPS1.5 games).

Do you have a link to the listing (assuming it was ebay?) If so, you should be able to open a case and prove it's a conversion. Maybe just the threat of a case will net a return, or at least a partial refund?

You should see how big a typical Sega Model 2 Virtual On PCB setup is, it certainly takes up some valuable real estate inside a candy cab indeed. I just picked up an English Mr. Driller board... This is a minor milestone for me in that it's the first PCB in my collection that hasn't been dumped. It's not a text heavy game, but I'm a big fan of the series, so this has me stoked. If anyone is interested, I'm selling my JP region board over here.

Yep, my local Boomer's had a USA region Mr. Driller Jamma conversion kit housed in one of those huge generic cabs with a projection screen setup. Quite fun to play as it accepted tokens back in the day.

It's actually a pretty awesome one to own, one of those instances where the ports really are lacking compared to the original. I sold my spare to gbaplayer and used that money (and more... it was very expensive) to buy a whole kit which is somewhere in the air between Japan and here.

It's quite a good game, it just seems... bad. There's bullet wobble (if you move left, the bullets will move left a bit against the screen scrolling), and some explosions cover up kinda important things, and weird weapons that feel very oddly balanced... I dunno, it plays kinda mediocre, but it has style points ALL OVER the place.

Mission Craft - graphics stolen from Starcraft, music stolen from Warcraft, game engine looks like it was stolen from Psikyo, this is about as illegitimate as you can get.

Thunder Dragon 2 - definitely plays better than in MAME.

Kyukyoku Tiger II - I used to own this a long time ago, really missed it - not too expensive either!

Finalizer + original art - great little game I only discovered recently, scoring can be very unbalanced though.

Gals Panic S Extra Edition + original art - I bought this just for the art, cart will be sold. It's the Japanese version like my other one, the World/etc versions are censored pretty heavily.

Gallop + original art, Legend Of Hero Tonma, Air Duel + original art - bunch of ROM kits, slightly annoyed as I thought the Tonma wart was going to be original too. It wasn't.

Mr Heli - this wasn't cheap... Nice touch on this one the underside has orange distributor stickers which suggest this boardset has been together since it was sold.

Phelios full kit (minus box) - this one was seriously expensive, 65k yen.

Rabbit - bizarre Electronic Arts 1 on 1 fighting game, noisy fan is going to need replacing.

X-Multiply - forgot to put it in the photo, but this also has a full set of original art/manuals, even a control panel controls sticker.

Speaking of big PCBs, I recently got this multi-board setup working. Another Eugene Jarvis masterpiece. Now I just need to build a jamma adapter for it, although I don't think it will fit inside any of my candy cabs.
