I really like the concept, and am looking for more options. So far I've found:

That's Umihara Kawase, for Super Famicom, with the sequel Umihara Kawase Shun (and later updated rerelease Second Edition) for PlayStation. Shun Second Edition got a horrible PSP port in Umihara Kawase Portable, and both games got a fantastic DS port in the collection with the not at all clunky title Umihara Kawase Shun Second Edition Kanzenban, even including some extra fields for Shun.Damocles wrote:Uhihare Kiwase (SP?)(SNES)

Super Secret Ninja is a very small freeware game all about ninja roping through stages without being spotted, and Wire Hand Redux is another little freeware where your only goal is to climb as high up as possible using only a grappling hook.
Mega Man Zero 2 had a weapon that you could also use as a grappling hook in most places.
I hear Just Cause and sequel have a fair share of grappling hook, as well.

Bloodlines / Vampire Killer would also be worth a mention in that case, since the whip character can grapple onto and swing from nearly any overhead surface. Besides mobility this doubles as an attack, with the player damaging enemies on contact. edit: also, not a "grappling hook" per se, but Dynamite Headdy has a pretty nice hook and swing mechanic.

Tenchu. The series hasn't aged well in terms of its controls, but can still be fun. Wrath of Heaven was probably the high point of the series.
Mark of the Ninja. I bought this recent release on XBLA today. It looks great and has some interesting stealth mechanics. Its grappling is limited to specific grapple points, but there's plenty of them.

What about that PC-Engine game with the spring-like guy? Forget what it's called...
Also he doesn't have a grappling hook, but Comix Zone often has that kind of a feel. Lots of hand-over-hand maneuvering about on pipes, jumping long distances, etc.

I actually own The Adventures of Star Saver, but didn't even think of it this time. Is this game weird.
Speaking of mechs, I wouldn't be surprised if Metal Warriors had something like that. Or The NewZealand Story for that matter.
As far as quality is concerned, best grappling hooks in 2D are in ChainDive and Ninja Five-O.

Apparently there's a mod that allow you to grapple VERY far in Just Cause 2. And I think Mercenaries 2 have it too, but only limited for hijacking a helicopter.

I think the movie tie-in Batman games from Ocean had a mechanic like that. They were a bit crappy, though. (Hugely successful nonetheless.)

Arumana no Kiseki (The Miracle of Almana) for the Famicom Disk System. Early Konami title with music from the duder who did Castlevania. Very unforgiving game, but it's quite unique and has a killer soundtrack. I got my copy for about 20 bucks, so it's not too difficult to get a hold of.
