That only applies to the display.

Under Main Menu -> Option
"Monitor Type – Change the monitor type. Normal is a normal TV screen that shows only part of the game area, Scroll is a screen that will move up/down along with you but can make it hard to follow the action. Arcade turns the screen on its side, showing all the action at once. This option is slightly more viable on the PSP."

As that does not rotate the D-pad this would only seem useful on a PSP Go played with a DualShock 3 - of course the PSP Go screen is even tinier unless you hook it up to a TV. Ghetto tate with a PSP-2000/3000 hooked up to an external display is another option.

The PSOne version does not support tate - that can only be found on the Sega Saturn or PS2 version ("Simple 2000 Series Vol. 37: The Shooting - Double Shienryu"-JPN or "Steel Dragon EX"-PAL).
I typically prefer physical releases but the North American release "Gekioh Shooting King" has problems with the playing of the background music when it starts up - playing an STG without the music diminishes the fun. So I prefer to play Shienryu on the PS3 when I'm too lazy to get the NTSC-J Saturn or PS2 out.

With PSX games, you can configure any button to function as any other button by going to the controller settings in the home menu. So, D-PAD and all the rest can be redone to work with TATE. I've done this quite a bit on my PSP3001.

Forgot about that:

Click Home -> Controller Settings -> Assign Buttons -> Custom

and then remap the all the required buttons, D-pad and stick.

I guess the PSN Mini "Velocity" hasn't been mentioned because it isn't a pure Shmup/STG.

I looks like a Shmup from the 4th or 5th generation home console era and rewards some of the same skill sets like path memorization and rapid precision navigation but is probably best described as a "More run than gun, vertical scrolling spaceship platformer".

It tends to have a slower pace than your typical shmup and any sense of urgency doesn't come from being inundated with enemies or bullets, it comes from the timer running down to zero. So if you hate the time mechanic for Sine Mora you better pass on this one. Otherwise this may be a game worth considering if you want to take a break from a Shmup but you don't want anything too different.

This PSN mini does not appear on the US PSN Mini list for the PS Vita - but it can played it the Vita if you download it first to a PS3 and then download it to the Vita via the Content Manager.

I'm in Kyoto at the minute, been looking for some Japanese-only releases. So far I've picked up Darius Burst and Salamander Portable.

Also on the look out for Star Soldier Collection, Parodius Portable and Twinbee Portable. I spotted a few more, but I'm not sure if any of the others are worth it (Strike Witches, Cho Aniki Zero, Sengoku Cannon). I did see one other shmup, but the packaging didn't have an English title, so I'm not sure what it was - it looked almost as Loli-tastic as Strike Witches, though. Was there a Trouble Witches game for the PSP?

Ah...to answer my own question, looks like it was Soreyuke! BurunyanMan Portable. Seems that it's only been out for a few months. Doesn't look too bad from gameplay videos, not sure it's worth 4500 yen, though.
