Really? I hope this is true and not just a communication mistake by one of their PR guys. If so this is a great move.
By the way, I don't think it's necessarily rioting to want a game in the US

They must have done this because Cave aren't planning on releasing the game in USA anyway.
This probably means they still consider releasing Akai Katana in the west, and the DS2 in Europe should be a possibility, too.

Is there any obstacle to buying the DLC on the European marketplace like we usually do for Japan-only releases? Or a better way to phrase it, the DLC itself will not be region-locked either, right? Thanks

The DLC will work on an European copy if the DLC is bought from the European store, or if the DLC is made available to all marketplaces. The region of the XBL account using the DLC won't matter.

I can appreciate someone sticking to their guns on an issue they feel strongly about. For the record, I love original language options in my story driven games, no matter the country of origin.
But how does this apply to a game like DFK? I have to be honest, I skip text/cutscenes in shmups regardless of what language they are in. (well, maybe not Steam Hearts

It has nothing to do with shmups, just ignore it. Atlus uSA haven't had relations to the genre as far back as I can remember. Aksys is.. well, like I said, Cave seem to be taking the digital route. Man quit bitching about stupid shit, I wanna know more about DFK being regionless :O I'll definitely be buying if someone can confirm BL will be available to American players as well.
