I don't know if it's a particular limited release, but indeed it's subtitled "Special Arcade Version" under the "Ultimate!! PC Genjin" main title.

I got Sailor Moon a couple of weeks ago. It's a cool game. Graphics are great, lots of detail and big sprites, and it has some really nicely staged boss fights.
