Space Bomber, hell yeah. Mahou Daisakusen is very accessible (for a Raizing game at least, i.e. there's no bullet visibility gimmick to it), but seems too well known to be a fair candidate. Space Bomber, on the other hand, is a rarely name-dropped game I fancy getting into.
I'd suggest the original Zero Gunner (on Model 2 Emulator), but it doesn't like my current video card.

R-Type Leo just for the music alone is worth throwing in. both Vasara games are not really talked about around these parts, so those would work as well. I know I have the first one, but I've never really played the second game in the series. Last year was my first year, and I'm thinking I'm a little better these days, so I'd love to take part again this year.

Those are really easy to do. I've got a setup equivalent to "it was good 10 years ago" and it runs F3/SPI almost perfectly (in 0.99). I do have Fraps and it works for me. CamStudio does the same, but no sound. I played some games recently with Ootake, and the recording works with Fraps. When you press F9, it minimizes. Console Week? I'd suggest Aero Star (made by Vic Tokai), for Game Boy, though I don't know if the scoring is viable (I played it when I was little). Though I also don't know about anti-cheat measures for emulating it.. (I don't even know how to emulate it, but I liked that game)
I honestly don't have any suggestions for STGT games other than "least memorization required" :p (flexible scoring systems, which wouldn't induce restarts, are fine too)

V-V should get some serious consideration. It's a fantastic game that gets very little love (e.g., three people voted for it in last year's top 25 polling). I'd give it the edge over Batsugun Special, since the latter counterstops and has a fair amount of milking.
