This one.

If you want one sooner, or if you want a Seimitsu stick, make a custom:

Shaving the body surrounding the d-pad will improve the stock pad dramatically.

Hori made a pad for 360 which I hear has an excellent d-pad, but the controller's in very short supply. Whenever they pop up on eBay they tend to go for ~$80 or so, quite an insane price.
No matter how good a game is, somebody will always hate it. No matter how bad a game is, somebody will always love it.

a few weeks back somebody bought a bunch of those controllers from akihabarashop.com. don't know how much they cost, but Per can probably get them if you were interested.

The Street Fighter IV pads might be decent.

I already have the TE stick preordered. Should be awesome.

qft
I don't even like playing games that only make occasional use of the d-pad on a controller that hasn't had this simple mod done.

Thanks for the mod link, I actually had a chance to try out a 360 pad for the first time last night and I am going to try to buy one today for my PC.

Although to be honest, I found the diagonals a bit too sensitive (i.e. hitting diagonals when I want to just hit ordinal), or maybe I'm just not used to using controllers where I have to make that kind of angle with my thumb to reach the D-pad. I have the same problem with the Dreamcast pad.

edit: LOL, Mad Catz probably never heard of Sanwa before Lizardlick contacted them...

edit2: Picked up a 1st party wired pad just earlier today, and aside from the D-pad (obviously), I am impressed. It is quite comfortable to hold, the software installed easily and there is no detectable lag compared to my PS2 adaptors and Wii Remote via Bluetooth. Emulators are actually playable now. I will surely be cracking it open for the mod as soon as I get home tonight.

Was Lizardlick somehow involved in the creation of the SFIV TE stick?

Perhaps I misunderstood the wording at Lizardlick's pre-order page, "in association with Mad Catz". At any rate, I find it hard to believe that MC would make non-shit controllers completely by themselves.

so i just got my hands on a hori joypad, very nice, compared to the official joypad's dpad this is infinitely better! altho the trigger buttons dont feel as nice to press, not sure if its gonna end up being worth the £55 i paid for it like, but money is no object
