current versions of mame have two romset for this game: tengai and tengaij. tengai will not run (says it's missing 3 roms, one of which there is no know good dump for it claims). tengaij runs and lets you choose the region under dips. I have no idea what's going on.
rtw, what version board did you find zero ohm resistors on? world? maybe I need to short them instead.

There are actually 2 PCB versions in circulation: Japan/World
The Japanese one has ROM numbering: 1 2 3 4
The World version has ROM numbering 4 5 6 7
The World version cannot be changed to Sengoku Blade.
The Japanese version can be changed using the secret jumper.
Here is a picture of a Japanese PCB which plays as Tengai.
Notice the solder bridge close to R35 ? If you remove it, the game becomes Sengoku Blade.
