most of caves games don't really subject you to any of the art smut direction crap in game.... I mean really, you can make out Reko's boobs in all that bullet swarm.
Damn Tim, you know there are quite a few Americans out there who still lives in tents due to this shitty economy, and you're dropping loads on a single game which only last 20 min. Do you think it's fair? How much did you spend this time?

Progear is indeed done in the altenate history "steampunk" style, a fictionalized version of late 19th and early 20th century imperialist Europe, that emphasizes ofen anachronistic technology. Often this genre features a romanticized view of certain technologies that had become obsolete in the 20th century, such as dirigibles, anaolog computers, or steam engines, but presents these technologies as if they had evolved even further, beyond their real physical potential.
This genre seems to be particularly popular in Japan, possibly because Japan is one of the countries that underwent the most rapid development starting from the late 19th century, technological transformation thereby occupying a large space within the Japanese collective subconscious.
Other Steampunk shooters include, Gunbird 1 & 2, Ibara, Empire of Steel, Great Ragtime Show/Boogie Wings (the intro sequence of which is directly referenced in Progear).

What you have mentioned in the above post very well summarizes all the cool technologies featured in the Progear universe, albeit a very high tech one with alternative steampunk era designs. Progear would make for a fine anime film (or perhaps a prelude that leads to the beginning of the actual game), don't you agree? ^_~
The analog computer, Babbage's Engine, (a fully working hodge-podge of gears, wheels, numeric dials, and what not) if it had been finished in it's day and age, would've changed history forever. This analog computer device would be equally at home inside one of those Progear end-stage bosses -- no question about it... ^_~

Yeah, like Mutant Chronicles. Anyone remember that? It was a P&P RPG that originated in Sweden and had a few other games made, including a decent SNES run 'n gun. It looks like it's having something of a revival, with a movie coming out.
Anyway, I was just trying some Progear and the flock of flying reptiles before the first boss reminded me: all the non-human animals on their world are reptiles. So while the tech is WWI meets the industrial revolution, the time period's pure fantasy.
