I played this a few times in Tokyo and I thought it was a lot of fun. A great surprise! Very polished gameplay, and nice graphics and presentation. I saw an expert playing it and it was really cool. High score at Hey in Akihabara was 270+ mil, and I saw a guy get 30 mil on the first stage (I only got 2 mil, in comparision).
I hope this gets a port!! It's much better than you might think.

I'm more interested in the system than originally now that I've seen it -- not sucking in the medals makes them grow, but I can't figure out why the player in this video does a ton of bullet cancels on two forms of the first boss.

Tried it a handful of times at a 50yen game center in Umeda. I actually had a lot of fun with it, the bosses get to throwing some interesting patterns if you're doing well enough. I'd pick up a home port if it were released just for the practice. I never topped 80mil @ stage 3 on a scoring run, it gets manic once you start medalling for real and bullet cancelling with accuracy becomes a must. High score on the machine was a bit over 258m / ALL...
Controls took a bit of getting used to, especially since the tutorial doesn't animate the onscreen buttons to go along with the action. It's pretty smooth once you get the hang of it though, and damn is tossing the enemies around fun. The Zero Gunner-style lock on setup works pretty well for the bosses, too.
Graphically, I don't see what the fuss is about. The art direction is consistent, no visibility problems, no outstanding jagginess aside from shadows. Effects/explosions are a bit weak, relying on the Raiden III style radial blur, and of course polycount is nothing spectacular. Nothing unexpected, though.
Minor exception: I did see it running interlaced once at a different game center, that was pretty nasty looking after seeing it in progressive.

That tinny explosion sounds remind me a lot of Shienryu Explosion. The levels look less inspired though; while SE was a nice distraction once in a while (got it ultra cheap along with XII Stag in London), Exelica doesn`t look appealing in any way. It looks really bland. And catching enemies doesn`t look as thrilling as in Tumiki Fighters.

No idea about dc.jpg, that image has been up since a bit after the time of the NAOMI version release, though. That'd be nice if it was indeed some foreshadowing in that direction, I'd love to be able to play it again.

If you can't be bothered to read all that shit, here's the quick version:
Really well-executed capturing mechanism, cheesy 16-bit style soundtrack (in a good way), everything else is horrible. In the end, I had to force myself to play the game extensively for review, but because of that I was able to see its good points all the more clearly. However, I still didn't feel like playing it any more than was absolutely necessary.
The sad thing is, I am such a sucker for DC games and LEs, that I'll probably pick this one up regardless. Which will only end up giving Warashi a bad signal...
