Can any hdmi lag testers be programmed for an unusual refresh rate like 59.18hz?

I asked the above because I’m trying to work out if TVs with excellent input lag measurements maintain those numbers when refresh rates are off, as is the case with many game consoles.

Recently got my first Saturn 3D controller, the stick on mine isn't all that smooth, hard to describe but kind of like there is an extra resistance half-way to the edge. A bit like a quite used N64 stick. Anybody know if that is just due to the used condition or if these are always like that?

Trying to understand what's the deal with my trusty old modded PAL PS2 (SCPH-39004) via S-video to a Panasonic WV-CM1450/G. 1st party Sony cables used, no cheap crap.
Said PS2 has a black and white picture after the initial boot screen once it gets into a game. That's when the monitor is set to NTSC mode. In M-NTSC, I get colours without the green channel. I've only tested NTSC games as I don't own any PAL games for the system.
Japanese N64 (albeit also RGB modded, if that matters) via S-video shows no problems. Nice vibrant colours. Same with the AV Famicom in composite.
Is there something special with PAL PS2 S-video? Or is the DMS3 modchip at fault? I've used the very same console with other CRTs without any issues for 20+ years.

Older PS1 revisions, 5xxx and earlier (IIRC) are like this as well. It's a feature of these systems, not something wrong with your setup.
PS2 modchips usually had various compatibility settings and it seems yours does as well. http://ps2.x-pec.com/dms3_operation.html

Yeah, the DMS3 menu is familiar to me. Because without PSX fix turned on, the picture is squished with lots of empty space in the bottom for PS1 games.
I've tried every possible video fix combination, including PAL60 that wasn't listed on that page, and not a single combo gave me 60Hz with proper colours with this specific monitor.
As a bonus test, I used an RGB SCART cable with a S-video transcoder and 'lo and behold I get the right colours in 60Hz just like that.
Maybe I need to try a different firmware version with the modchip.

I noticed tink4k and maybe morph using very high sample rate for consoles like nes then "decimate" them by about 10 to go from 3410 to 341 which is the correct one for NES or so.
However, the ADC TVP7002 does not allow decimation like that to my knowledge, only allows many samples. I get it that thousands of samples are better for sharpness (oversampling)...
My question is: how is decimation happening? where does it happen, in FPGA or ADC itself? I really want to understand the operation and if in FPGA which IP or block is used.

did anyone try to feed csync signal to lm1881 stripper? i know it takes composite or luma then strips the csync and outputs it, but what if the input was actually an already clean csync?

Yes, didn't notice an issue. I recall reading that it could shift the image a bit or something though, so I avoid it just in case. Perhaps a scope could show if it does something to the sync signal?

I think I have done this before and it basically just passes (at least what you see on your CRT monitor) the sync signal right through. Noticed no interference or the image gain decreasing/increasing.
If you have test equipment, maybe see if there’s an alteration to the sync pulse/sync tip/etc… but I don’t believe it is much cause for concern
