The Capcom that I really loved lasted until pretty much exactly the end of the interlaced console gen/the beginning of the Wii/Xbox360/PS3 gen. Let's say 2006. Yes I agree, they would probably improve on all the weak aspects of the game, but I am worried that overall it would be another very bland AAA kind of game.

That's exactly the kind of AA games that I miss so much nowadays, especially from Capcom. Most people don't like PN03, but I can easily overlook its flaws because of everything I like about it. We all agree that we like those 2D arcade games from the 80s and 90s, Rockman, etc, but I also really miss those 2000s' 3D games by Capcom with all their variety. Maximo, Auto Modellista, Onimusha, Viewtiful Joe (yes I know this one is not 3D), Chaos Legion, Clock Tower 3, Dino Crisis 3, PN03, Killer 7, Beat Down: Fists of Vengeance, God Hand, Goku Makaimura Kai...

Probably only worth playing if you are a fan of the franchise. I think Treasure is kinda over rated. Sure, some games are great, but by far not all of them. A good example is Mischief Makers (N64). If you YouTube this game very briefly and jump to the good parts, it makes you think it's a gem, which also seems to be a widely spread opinion online. But if you actually play it blind, everything is weird, nothing makes sense, you won't get anywhere and you're just lost. That was our impression when I played it with a friend. Maybe with guidance or some kind of tutorial made by someone for YouTube you can learn how it works, get into it and have some fun with this game, but to be honest I find it hard to imagine that anybody ever played it, figured things out in an instant and had fun with it.
It wasn't emulating great last time I tried, but it has been a few years and xbox emulation seems to have improved some. They've made enough of the best action games of all time that I'm willing to give them a pass on the occasional miss (and I actually like Contra 3). And bringing up their Konami work is a bit of a quagmire since the internet doesn't seem to agree on what games would apply, although this list would imply that Treasure never really made any games as a group at Konami. I think Bucky O'Hare for NES had the most future Treasure employees.
Sadly no, this one definitely falls under 'licensed shit to pay the bills.' Sin and Punishment 2 was their last game that mattered.

It's a great game once you get it. But figuring it out can take a while.
