That's what you get an when your Wii is set to "4:3" and it's outputting this game on a 4:3 screen in 720x480, notice the active picture is only of 720x360. By outputting the game in it's native aspect ratio (without letterboxing) you will get the full resolution on the active picture.

For the Wii games that don't you don't gain anything by setting the system to 4:3, since the games get reduced in height as a result.
Example: if output a game like this in 4:3 letterbox and use a VP to increase the screen size and then you take the 16:9 output and use the same VP to display the game in the same size, the second result will look massively better (720x360 pixels on version 1 vs. 720x480 pixels on version 2).
