There DEFINITELY is a tate option in the main menu, but you have to enable fullscreen via the seperate config tool first. In the tool menu, on the first page, choose the SECOND option and confirm by pressing the middle button at the bottom.
Pad-support can be enabled by launching the config tool and selecting the second page. There, in the dropdown menu, choose the THIRD option (player 1), it should look like this:

Now, click on the buttons and another dropdown menu with the available windows-keys appears, click on the dropdown menu again (so that it closes again but stays highlighted) and press the desired button on your pad. Save by pressing the middle button at the bottom of the config tool. Done.
