Arcade controller for PC and DC... best option?

Arcade controller for PC and DC... best option?
I'm going to build a controller for use with my PC and DC. What's the best option? Build around a DC controller then use a DC>PC converter, or build for PC then use a PC>DC converter? Or is there a third I don't know about?

It's all about cost. For the same price (I'm on a self-imposed budget) I can either build two controllers with Happ controls or one controller with Sanwa controls. Since I'm the only person I know that gives a damn about joysticks, the choice is clear.
Trust me, if it was only about doing the optimal thing then of course I'd just build separate sticks.

Here's a link to some guys who built a fighting joystick setup with one set of joysticks, and a series of controller boxes that plugged in for various consoles:
