I'll let others elaborate on the depth and polish of Crimzon Clover, the joys of touhou, etc. all good stuff

Here's some personal favorites:
Spoiler
Tales of Alltynex
Unique and flashy weaponry in each game. S-Tier presentation and music. Kamui is the deepest mechanically.

Cho Ren Sha 68k
fun fast dodging and pace. Freeware.

Eden's Aegis.
Also free. Esp Ra.de but good.

Blue Revolver
Danmaku with some nice patterns and raizing-esque scoring. Banging soundtrack too.

Sora
Some might not even qualify this as an stg, but it's the hypest of arcade action none the less.

Darius Burst Chronicle Saviours
Cool mechanics, amazing presentaiton, and enough content to last you a century.

Satazius
Gradius homage that surpasses many titles from the original franchise.

Mecha Ritz
Unique little game that's probably among the most manic out there. Rewards good play with more hyper-active action.

Eschatos
Sword and shield offense/defense balancing and oldschool enemy behavior

Strania
Mech action with lots of classic environmental hazards, stages gimmicks, and scoring that rewards you for varying your weapons

Refrain
A shmup with (actual) combos and stunlocking. Therefore it's automatically good.

Valkryius Prime
Rockin' teleport mechanic and einhander inspired weapon system.

Actually been playing a few odd credits of Kenta Cho's Parsec47 lately.

Shameful that I forgot something as unforgettable as Hellsinker.

Oh, I almost forgot to mention Warning Forever.

parsec47 is good fun, I was going to mention it explicitly but decided to just call out Kenta Cho's games in general. I also like Tumiki Fighters and Gunroar.

Also by ABA Games: Tumiki Fighters, which is a fantastic freeware PC shmup.

Any of the Cave Steam ports should work. Source: I have a dual core toaster and Mushi and DS are fine. Mushi also worked fine on a 2007 laptop running Vista.

Kaikan's another great freeware title, yeah. Not the most dodging heavy game out there, but one of the most instantly addictive medalling systems, combined with caravan-esque blazing carnage. A must play IMO.

You meet the specs for Ikaruga.

Not sure if Dariusburst CS will run, but steam refund is an option.

More votes for DDP Resurrection, Mushihimesama, Hellsinker. The Cave games in particular are on sale this weekend.

Fire Arrow Plus looks really cool but I haven't played it yet.

Yeah this is good.

But Battle Traverse, then pirate Touhou 6-9. Enjoy PC shmups.
