I think one or two things have been mentioned about it around here someplace...IIRC (though I may well be wrong) there's a Border Down-esque multiplier in there somewhere, in that the fewer lives you have left the more stuff's worth...also, I think if you destroy enemies with some kind of secondary weapon they're worth more points...
My memory's pretty fuzzy on that though, maybe a search would help you find what you're looking for...

Basically you get multipliers by destroying enemies with the option weapon, and you're encouraged to finish levels with 100%, which means finding the secret enemies. There is also an element of rank management similar to Border Down, as fewer lives = more points+ lower rank + higher risk, plus you are able to destroy bosses by kamikaziing into them.
Anyway, if you're in love with Garegga, you should obviously get Ibara. Then again, if you really want an extremely deep scoring system you should skip over both of them and get Radilgy.
