Immediate response is the major strength of the CRT, but persistence is actually a weakness in most CRT models, especially as far as TV tubes are concerned. Probably computer monitors are somewhat better in this regard. And of course dynamic control of this aspect seems difficult; LCD lags further behind but OLED seems much better.
On a properly calibrated CRT, black is a dark gray level not black.
On/off contrast ratio of the very best BVMs is rated at 10,000:1 by Sony - which would mean a black level of 0.01cd/m2.

That's something I hope to look at again sometime. For a practical test I had in mind the falling cherry blossoms on the (shop?) screen in the original Otogi for Xbox, though there may be some other example elsewhere.
Of course what the technology is capable of, compared to what people experience, can still be mismatched on current televisions.
