I thought so too until just now, but it turns out there actually is a rank system that increases the speed of bullets, and it depends on the number of stars you've collected. Here's a video demonstrating this, but it's much easier to notice if you just load up a stage in Training mode and compare the difference between 0 stars and 2000000 (the maximum you can set in training). To answer the original question, no, break rate itself does not affect the rank. If you've got a high break rate though then chances are that you've got a lot of stars, which does affect rank. Either that or you're in break/double break, which also (temporarily, as far as I know) affects rank.
