Forgot html for a second, lol.
What you need to do is download the software, then take out your internet so micr o soft's propriety driver seeker can't get to your card, go to uninstall software programs, then uninstall both or if there's just one of sa7160 microsoft and-or startech driver seekers or driver managers, then go to device manager, make sure your internet is disconnected again, go to games music multimedia category, uninstall the previous sa7160 drivers in their entirety by right clicking uninstall drivers on the device, and then restart your pc.
Upon restarting your pc, install the new avantech drivers, then wait for it to tell you to restart, you should click restart. it'll take you back to the software installer, click ok, then manually restart your pc, and visit gamekeeper and task manager, cpu-z, gpu-z, and msi afterburner to see what's up.

You will be really happy, I just turned on the gamecube with my s-video (yes I've got it working via hd game box).
I'm on windows 8.1 pro 64bit btw.
For more specific info, I'm running video keeper 1.1.0.108.0 which is odd, as its pack-in driver was the one causing problems, eh?
Could be the combination of that version, plus the avantech drivers, video game keeper is hovering around 0.5-0.6% usage, so is 'system'.
I can confirm for me, exiting drops cpu usage from 1% to 0.
I'm going to test OBS, will report in a few minutes --- OBS WORKS LIKE A CHAMP! 26% TO 31% CPU USAGE.

Welp, congrats people, it seems I joined this website to solved this problem as if it was an act of the heavens.
