I have seen enough of your "plays mame" posts to know you haven't paid a dime for any game you've ever played. You've never submitted a single hi score for a game you haven't played in mame.
But hey, I don't have enough money to buy what I want either, so stealing it is okay.

definitely way way better than radirgy de gojaru. that's a very low bar, yes.
at least it has... content! 100 short stages, 8 craft. somehow i started with 6 craft already unlocked. 4 of those are variants of the karasu craft and one is the radirgy craft, so i'm suspecting these got unlocked on basis of saves from the other known games on my 3DS. having the most fun with the basic #1 craft though. never played regular illvelo, not sure whether it's the same thing, but it has pods that you can launch and control remotely. fun mechanic that. slowdown seems less bad than in karasu, though it can get a little crunchy (ironically, especially when you pick overpowered karasu craft...). and it sounds awesome of course (yay k.h.d.n.). the odd random messages from karasu make a return ("この世界のすべては、何者の意志で動いているんだよ"). you collect keys by clearing stages, dunno what the deal with that is yet. only played a handful of stages but i think this could be decent.
So it is indeed a modified version of the Special mode from Illvelo's Wii port in which you go through all those mini-stages.
In the regular Illvelo, those short stages are small challenges you can get access to at specific locations in the 5 main stages. The keys you collect as you successfully clear thoses bonus stages increase your multiplier, and 50 (52 in Hard Mode I think) of them can unlock the TLB.
The pod mechanic is very fun indeed! Not only it allows you to cover two parts of the screen at the same time, it can also be used for both offensive and defensive maneuvers.

i watched that special mode video and Dillinjah is not quite the same, though it does take its backgrounds and enemy waves and such from there. stages in special mode last like 5 seconds or so? or is that because the player in that vid is destroying the game? in the 3DS game stages generally take around one minute i think, and have basic objectives (usually simply surviving or filling a kill quota, sometimes weirder stuff like not shooting). you work from a stage select screen like in re:eden.
promo video confirms that it looks at re:eden saves for certain craft unlocks.
The bonus stages in Illvelo can last from a few seconds to half a minute. Some of them are very short and are part of a set of bonus stages that reward you with a bigger key if you clear all the stages in the set without failure. Those can indeed last 5 seconds. Others are a bit longer and can have a pseudo-introduction with ennemies that are not required to be destroyed to get the key. As you guessed, you can make the stages shorter if you play well and destroy everything that's required as fast as possible, but the "introduction" is not skippable.
The objective in Illvelo is always destroying a set of ennemies, so DillinJah seems to expand on it by adding new requirements.
