try not to think of the word 'loop' in the traditional sense of the word regarding shmups,
ie ,it's not referring to the looping of a game, but something else that can loop in a shmup...

Kinda out there, but: Fantasy Zone? That would make sense for two levels (air and ground) and endless loops, but I'm not sure about revolution.

Yeah, sorry I probably threw you off a bit there when I said it wasn't to do with looping the game, I didn't know enough about xevious to know that, sorry, but yeah it sure is the most irritating loop in any shmup lol.

Have been trying hard here, the best I can come up with is...
Gradius. Because of the weapon select bar at the bottom of the screen. It doesn't move or shoot...
