Blast Wind was designed for yoko displays. There's no tate option because there's no tate display. Yes, originally when the game was being developed for arcades the intent was for a vertical display, but that was dropped when the arcade release was cancelled. The game is yoko only because that's how it was eventually designed.
Every shmup on the 360 that is a port of an arcade game using a 3:4 screen has a tate option (as does Bullet Soul). Games like Radirgy Noa were never in tate to begin with (so why the hell would they have a tate display option?). Just because a game scrolls vertically doesn't mean it was designed for a vertical display.
I play all the tate display 360 shmups on a traditional tate'd CRT through S-video (pretty much all of them have overscan adjustment) without any issue (aside from SDOJ's zoomed in menus).
