Does the above have compatibility with the Dreamcast VGA adaptor and/or the XRGB2? Worried about 640x480 compatibility since its not mentioned and also it doesn't say if it goes as low as 60hz.
Also, I cannot tell from pics but does the VGA cables sold online have stereo RCA outputs on them? If not how do you get audio from the DC?

This industry has become 2 dimensional as it transcended into a 3D world.
640x480@60Hz refresh = VGA = 31kHz Horizontal Frequency.
On page 2 of that PDF, the stated minimum and maximum Horizontal frequencies are 30 - 97kHz (listed under "Input Frequency, Hf").
So yes, that monitor will do standard VGA from a Dreamcast and/or XRGB2/3.
And of note, I own 2x 21" Viewsonic P810 monitors which are nearly identical in spec to the G810 you list to there. One of which I use for my Dreamcast, and it looks superb.
