DT-V 1710 Signal board issues

I have a working DT-V 1710 already, and bought another one that was broken, and need idea on what parts to try and diagnose.

Swapping signal boards between them shows that the issue is 100% in the signal board, since the known working signal board makes either monitor work great, and the one from the new one makes either monitor fail in the same way.

When starting the monitor, initially the 31khz test menu is shown in pretty much all red, with parts of the image not drawn, mostly in horizontal lines when it seems like the beam might not be firing or something:

Leaving it running for a while makes the image not fire uh.. differently. For the test menu, this seems to be horizontal lines of no beam:

In 15khz, the behavior is slightly different. Here's the neogeo cross hatch:

My best bet at this point is that its related to the RGB Processor (TA1276AN), or something surrounding it. Anyone have any brighter ideas on what to look at?
Will try to hunt down one of those from ebay or something I guess.
