Picked this up today, but when I got it home I had this issue:

I'm assuming it's failing caps, but I've seen some mention that an issue like this might be issues with the power supply to the TV too (externally I mean)
Model is a Toshiba 21S23B. In the UK. Hour counter says it's done around 5000 hours, so I'd really like to save it if possible.
It has this issue with any input, or no input at all.
Any thoughts?

Does this happen with all sources? I love those more modern flat CRT's from the 2000's like that from either Sony, Toshiba, or Panasonic (especially in the EU for those), and they're my go to for CRT's in fact, but like all CRT's they have strengths and weakness and in the case of these I've found that they can be very sensitive to any kind of interference, both environmental but even source related, such as when feeding them anything off the 59.94hz standard. This is less true for the larger size sets at 27 and up (although then those have other issues), but as someone who prefers mid sizes at 20 and 24, I have noticed this to be the case on them. As in sometimes content of 59.25 or anything off the standard could cause wobbles or wiggly video of that kind. In your case that degree is totally unacceptable though. Hope you get it resolved. Since you're in Europe I wonder what the set's tolerated range is, maybe 50hz and 59.94hz.
