It's amazing! Secretly one of the most hardcore topdown seek/destroys for 16bit. The aesthetic is wonderfully incorporated; where Assault Suits Valken is a playable mecha blockbuster, this is its disaster movie equivalent. If it's of interest, here's a short review + my Legend Rank run. Most important thing to know is, the annoying "grass" fire can be ignored for 100% Fire Rate.

Ah yes, that's a sequel, IIRC. I've only played the opening 30min or so, compared to many hours on the SFC, but I had the impression it's not as good. I've meant to check it out, but the consistently lukewarm buzz made me put it off.
The SFC game was actually the winning entry in a programming contest by Human, IIRC. It definitely feels like somebody's pet project! I wonder what the staff crossover was for its sequel, if any. I'll have to try it out someday, just for closure; I have seen fans of both games here and there.
