There was this game I used to play at the arcade in the late 80's maybe very early 90's
I am pretty sure it was both vertical and horizontal scrolling (horizontal on the first stage) I remember green was sort of the main colour of the ships and stuff
There was some sort of power up system but I can't remember to much ...I remember they had choplifter , double dragon and jackal at the same place so that might give a time frame
Does anybody know which game I am talking about
I know its a pretty big ask...

I must say what an amazing site this place is! So happy I found it!
It could be Lifeforce. The ships themselves aren't green. But there is a lot of green in the high score screen and the ships intro screen, which is what you see before you feed it a quarter.
It wasn't a real popular one as far as I can tell like your rtype,gradius,image fight etc
I know those weren't vertical/horizontal anyway but its not a shooter that I have seen since those days
I do remember the levels having a underwater feel to them
I got a folder of almost all the mame games images...I flicked thru them to see if i could find it (I could barely see after lol!) didn't have much luck there ....I wonder if it was that rare

This is the Darius ship, the Silver Hawk -- please note that it's the shields that make the ship green and you need a power-up for the shields.
There are some versions of Darius that will autoscroll up & down. It's not a true vertical level, your ship will just start moving up or down though the level. Off hand, I remember Darius Twin for the SNES and G Darius doing the vertical autoscrolling. Darius Twin is probably the right age, but it's not on the Nintendo Super System arcade game list (link). G Darius didn't hit until the late 90's, so I don't see how it could be one.

the japanese macross game for ps2 was alright but way to short

Any luck finding it? Anyway, I had a brainstorm when I was reviewing some old 2600 games. Could it be Vanguard? Here's 2 screenshots of level 1 and one screenshot of level 2.
This is one of the first shmups ever made, and it scrolls both horizontally and vertically. And you can fire in 4 directions - up, down, left, and right. And if you get the energy powerup (shown in the first screenshot), you'll become indestructible for a few seconds and then you can ram the enemy ships. Oh... it does have an underwater look and the ship does have some green in it.
