Apparently there was going to be a punisher arcade port for the PS1 that would have been done by Crystal Dynamics and if that was the case it would have gotten an American release but apparently it was never completed though which absolutley stinks.
Would like to hear what you think about this though.

Never heard this before, and it seems a bit odd since they mostly did their own games. I guess they did that Samurai Shodown port for 3DO, though, so it's certainly possible. Don't remember them ever working with Capcom on anything, for whatever that's worth.
ETA: the article that the wiki page cites isn't very informative and makes no mention of the supposed potential Punisher game being a port of the arcade version. Also consider the Genesis port was handled by someone else entirely. Given how much the Punisher license got shopped around in the early 90s, and given Crystal Dynamics' track record, I think it's safer to assume they were planning to do their own original Punisher game.
ETA2: also, Crystal Dynamics were developing their own Ghost Rider game around the same time, so that seems to reinforce the original Punisher game theory.
