B&O Beovision 1 not turning on with SCART signal

Help, I'm desperately trying to make my B&O Beovision 1 tv sets to wake up remotely from standby using SCART connector. My vga2scart dongle is providing +3V on pin 16 and +12V on pin 8. In theory it should be enough for a tv to turn on and set itself to AV input ( it does this when the tv is on ). I read that other B&O models do turn on. What am I missing? I want to fit my B&O tvs inside arcade cabinets, but having to turn them on with a remote would have been very silly.
