I bought one of those $15 ones as soon as EposVox made the video, and for the price it's a neat alternative to the Elgato Cam Link if you want to hook up a camera with HDMI out to your computer. The quality it produces is probably enough for streaming games at 720p60 or so. It only supports MJPEG so it's always going to be somewhat compressed and the colors are a bit off sometimes. The biggest problem I found is that it only records mono audio for some reason.
My other capture card is similar to the blue generic one Bob shows in that shootout video. It's definitely worth the $60 I spent on it at the time. It captures 1080p60 in really nice quality but does have some quirks like only being able to capture in 1080p, automatically scaling every other resolution, and the passthrough having some added latency. 4:3 sources will always stretch to 16:9. These capture cards come in different types of enclosures and can have slight hard- and software differences which makes it hard to really recommend a specific one. Even ones that look the same might behave differently.

I'll stick with the USB3HDCAP, and perhaps sell it someday for $ towards one of those Epiphan DVI2USB joints or a full-on PCIe card... but the latter would require quite a bit of PC upgrading that I've been meaning to do!
