Is that supposed to apply to the PCB? That would be odd. In the Xbox port the flips are on the triggers. Suits it just fine, though there is no re-map for them. I would expect AA version to have the last word on this.

Are you sure you didn't pick up THE KING OF FIGHTERS '98 ULTIMATE MATCH FINAL EDITION instead? They've already racked up a legendary slate, in the meantime.
