Fantasy Zone (Sega 16A) Free Play?

Anyone know how to enable this? I set all the SW1 dips to ON, but no difference.

all dips "a" must be on, then it works........

That's SW1, correct? The DIPs on the right side that affect coins per credit? That's the ones I set to on, still not working.
