I just realized that Switch is able to output 480p when docked. What would be the recommendation for the best HDMI to SCART devices? I can't go components because my A20 (no SDI input only BKM-68x) has input from my Gscartsw lite so it has to be scart. My gscartsw lite feed to both A20 which are in Tate mode and D20 normal.
And looking at quite a number of Switch shmups that support Tate and easy setup with 2 docks, one for CRT one for modern display, i think this will be a good setup to move around. I wouldn't require The HDMI to SCART to have a scaler function since Switch itself output 480p and my CRTs both support it.

just sayin: only because you a GScartSW on the BVM's input, doesn't mean you can use component. As long as the switch passes your component signal, you can simply create a new channel on the monitor(s), where you configure the input to YPbPr instead of RGB. After that all you need is to change the channel on the monitor to recall your preset options.
If you don't need scaling and you don't need 240p, then the cheapest converter you can find, will do just fine. For 240p there are limited number of options. A DVDO iScan HD, a Corio2 scaler, an Ultracade UVC, an Extron Emotia or a Genius II unit. Some of these only have RGBHV inputs, but getting there from HDMI is trivial.
