Fastest bullets ever.
So I booted up Mame today, and played a round of The Last Day, a relatively obscure shooter by Dooyong. Turns out this game, by the second level even, contains perhaps the fastest shots I've ever seen. I know that Aero Fighters 2 & 3 at max rank, have some pretty damn fast shots. What other games have obscenely fast shots?

I think the speed relationship is also important... flying a super slow ship having to dodge reasonably fast bullets can be annoying as well. UN Squadron (SNES) puts you in that very situation on the Gamer difficulty level... so much that you can only really hope to win by consistantly moving around and hoping nothing touches you. At least thats how I recall it...

Just got the PAL version, Gekioh: Shooting King, yesterday and No Mercy mode is completely insane. I can only last a few seconds. well, then, look at 4th loop for a change. You can unlock it in the PSX port by finishing Charlie course on each difficulty, starting from Arcade 1st loop, even with creditfeeding. Doing the same thing with 4th loop, you can increase ship speed, then change the music and you get an almost entirely different game. MUCH faster than Mushihime Normal Mode.Raiden DX, charlie course, 1-8 & 2nd loop (I think that's the video I saw). Crazy fast bullets.

Raiden Fighters Jet's Level 15 boss has some truly fast bullets.
The Flying Ray is not really a slow ship, but certain boss attacks have bullets that apparently travel 2 light-years per minute.
In Psyvariar 2's Area 3, it's almost possible to just crash your way through the whole stage's enemies thanks to all the bullets you can buzz with. Good times.
