Yes, that level has some names of dictators scrambled up. Hate to give away the ending to the game totally, but the end boss is a certain resurrected Austrian despot.

Ah, that explains it. I haven't beaten it yet (only got it today). Looks like they were inspired by Bionic Commando (ヒットラーの復活)
