One of my friends is hosting it, and has 100GB of bandwidth/month, so spread this link around all you want. The .tar.bz2 format is openable by just about any archiver, so don't worry about that.

Sorry, that's pretty cool actually, but the rules don't allow people to assist with copyright infringement. Linking to sprite rips is no different to linking to OSTs or ROMs, so I'm afraid I had to edit your post.
