Battle Garegga PCB help

I recently purchased the Battle Garegga PCB with the zakk roms. for some reason stage edit works but allow continue doesn't.. dip switch section 1 and 2 are fine but it looks as if section 3 have jumpers 1 and 2 soldered and 3 and 4 with no soldering... any info on enabling Allow continues would be greatly appreciated
