Weird RGB Scart wobble/shimmer

I have this weird wobbling/shimmering effect going on with my RGB picture. It appears on both my PVM and my Framemeister, and it's always there weather I connect directly to my PVM or connect through my SB-3715 SCART splitter.

If you look closely at the metroid logo, you can see it. The example is via my Gamecube. I'm using a high quality (very thick) Scart cable, but I see this issue on all my other consoles.
I originally thought it was my PVM, but recently noticed it on my Framemeister too, so i'm just wondering what can cause this....

Does it do the same thing with a composite video signal?

you know, i've never thought of trying. I'll give it a try and see what happens.

Ok, it seems to only show up in 240p content, regardless of RGB/S-video/composite. It's always appears on my PVM regardless of the console, but only my Gamecube seems to show it on my Framemeister

Silly question, what else do you have plugged in to power? If you're using a cheap power supply like a knockoff charger or something it can cause interference with anything else that's plugged in to the same outlet or power strip.

Ah yes, I have all my consoles plugged into an 8 way power strip with individual switches. My Gamecube is plugged into a different power strip along with my internet modem/router and printer. Theres a couple of cheap looking power supplies, so im guessing theres some kind of interference being generated. I plugged the Gamecube into my other power strip that only has my Framemeister and PVM, and noticed the issue was reduced substancially.
