I must be an idiot. I'm trying to set the region on Magical Drop 3 to Japan so I can try out Hard mode. From what I've read online, this should be as simple as going into the dip switch settings and changing the region there. But when I go there, there's nothing related to region, or in the service mode when hitting F2.
Has anybody else been able to do this? I'm using MAME .98, btw.

In the unlikely event that anybody cares, I found a half-assed solution to this: using an older version of MAME. I tried this out with MAME .63 (which was before all those Neo-Geo ROMs got redumped), and the Territory setting is there, plain as day. However, .98 doesn't have it (as I mentioned above), and I downloaded .101, which doesn't have it either.
I'd rather just have one MAME executable if possible... does anybody know what the deal is here?
I also don't get the territory setting in the newer MAME versions. Despite all the text being in English, all the character voices are in Spanish... Cuidado! Cuidado! Bien Trabajo!

If you are using the MAME32 emu right click on the rom name and click properties then click on the misc' tab. Near the bottom of the menu there should be a bios setting, just change that to the jap MVS bios and the game should now run as if it's runing though a Jap MVS so you'll get the Jap version of the game.
I am also a huge fan of Magical Drop 3, in fact my favourate charater is Death because I find her funny (yes I know I'm odd). The Jap verson is much better than the US or europe versions.

I don't use MAME32, I just use the regular old command-line MAME. Well, not really, I create shortcuts and dump them in my Start menu (which, admittedly, is probably unnecessary work, given the existence of MAME32).
Regardless, I finally figured out the "right" way to do this: just add this to the argument list:
