Does power outages damages CRTs?
Was wondering if its the case? I had a few power outages while I was gaming in 2014, but after that the CRT still worked and turned on as it used to. Today I turn on the CRT as usual and everything is fine, but a couple minutes ago there was a power outage of 1 second, which caused the CRT to turn off. But after that when I turn it back on, it doesnt turn on as it usually does, (it still work as usual though from what I can tell, its just that the powering on process has been changed after that power outage from a few minutes ago).

That power outage could have been accompanied by a sag or surge in voltage.

Don't power outages have to possibility to damage anything electronic?

Some things can malfunction from undervoltage, like some ICs, and motors can even be damaged, though I expect most TVs should have no problem with that. Overvoltage can obviously damage things.
And power outages are often associated with strange behavior over the power lines, like flickering, and that could include voltage spikes, or equipment turning on and off repeatedly due to undervoltage.
Edit: In light of "what is at fault," it might be time to check out the capacitors.

Anyway I asked Fudoh some hours ago and he told me it should be fine as it is most likely the degausing who does not kick in since the monitor was just turned off and back on not long right after and that a CRT getting turned off by a power outage was no different than you turning off it off manually by disengaging the ON/OFF switch.
So I tried again just now and it turns back on as usual, so no problems there.

Brownouts can absolutely do damage to many types of electronics. Damage is not limited to just surges. It sounds like you had a brief blackout and your TV is OK, so that is good. However if outages are a common occurrence, you may want to look into using UPSes with your stuff. A CRT draws more than an LCD of the same screen size (and on average, of course), but a UPS would definitely keep you alive for that second/several seconds/minutes+ should you need to power down and wait out a blackout if at all. Independent of blackouts/brownouts, it would also help prevent you from losing game progress when it happens.
Of course, you could also do nothing <shrug>.

I have a surge protector outside the house at the power entrance point. it costs from 5-15 bucks a month from the power company depending which power company you have. Its some of the best protection you can have because it absorbs the surge outside long before it even gets to your outlets.
