This is really bugging me, ive been searching for hours.
Theres this old shooter, free roaming with old japanese fighters(ww2 zeros, if i recall correctly). But i think it was still sci-fi??? For DOS? or early windows
What i remember most is the intro, there was this guy running towards a city but it gets nuked while hes on his way...he gets teary.

The free roaming bit and Zero-like planes reminds me of Time Pilot. I doubt it's the one you're looking for, but it popped into my head.

The only top-down freeroaming shmups for DOS I can think of are Zone 66 (futuristic), Solar Winds (more of an shmup/adventure game hybrid, RPG-esque mechanics, in space) and Traffic Department 2192 (futuristic, low altitude/ground). I haven't really played much of these aside from the Shareware version of Solar Winds.
More details on gameplay would be helpful, the only really specific thing you mentioned is the intro, which I don't remember.

Oh hey, I remember playing the shareware of this one back then (along with Solar Winds), but would never in a million years have recalled its rather indistinct name. I wonder if it's an Area 88 reference.

I remember Zone 66 was on an old Shareware CD I had that I never could get working. I think it supported weird soundcards only or something. When I tried it later in DOSBox for a few minutes I didn't remember being too impressed, but I didn't put much time into it.
